The question

Occupied or vacant is a different engineering problem from stationary presence or fall confirmation. The output requirement narrows the modality set before anything else.

The environment

Room geometry, wall construction, existing network hardware, power, connectivity and the acceptability of each sensor type in that space.

The constraints

Bandwidth, budget, installation access, privacy expectations and whether any imaging is acceptable at all in that location.
